Spawn/despawn rides a sibling LifecycleCall* family on the existing AgentGateway socket relayed by RelayLifecycleCall (mirroring DL-049), orchestrated server-side via a LifecycleCaller seam while the runnerhub resolves caller identity only; there is no public agent-callable spawn RPC (the egress-sealed agent holds no server token)
