Closes the tier-3 focus-exclusivity hole RIG-2130 RD-4/OQ-6 ratified as DEFER (DL-224’s noted “pre-existing hole”): with the scope gate, a scope:"main" command (e.g. board.openAssignedAgent on Shift+Enter, keymap.ts:98) no longer fires from a non-board focused element while the board is mounted-but-unfocused. A deliberate, Matt-ratified reversal of a ratified DEFER — the discoverability net turns one pinned leak into eight the moment list.* registers, flipping the defer’s cost basis — and the pinned regression guard Bridge.test.tsx:537-572 (asserting the hole stays open at :568-571) flips with it. The safety proof rests on activeZone being derived from activeGroup (spine.ts:95-97); a future independent zone controller inherits the obligation to re-establish tier-3 safety (record D5).
