The ? keyboard-shortcuts overlay is a DISPLAY surface that reads the keymap, never a dispatch surface: it renders the resolved DEFAULT_KEYMAP (grouped by zone) and dispatches nothing itself, so it is the read-only complement to the palette’s action mode (the register/keymap split of DL-229). Its modal chrome is hand-rolled now (.cx-dialog, no @kobalte/core) with focus-trap + focus-restore as unconditional correctness; a Kobalte Dialog migration is deferred (if ever), the decider being one DOM-only testable modal-chrome pattern with Kobalte reserved for load-bearing a11y (the palette combobox). view.shortcuts registers in the spine beside the other view commands (scope:"global"); it toggles on ? and closes on Escape + on navigation.
