A live peering lets each owner and its agents NAME the other owner’s agents via one disjunct in the two resolver copies of the D9 visibility predicate; list copies are unchanged (no enumeration, roster vantage, or AccountChanged to the peer). Covers peer-DM open (OpenDM requires Store.OwnersPeered for a foreign owner), member fields, owner-qualified mentions, and the DL-226 wakes those cause; never spawn, despawn, reparent, or parent naming. Also lands the own-fleet widening (RIG-2858): an agent viewer sees (lists and resolves) every agent of its own owner.
