An event dropped at MaxDeliver by a healthy but always-slow callback is parked on DLQSubject (RIG-4036 option 3): the fabric subscribes to the JetStream max-deliveries advisory for each consumer it creates, fetches the stream message by sequence, and republishes it with the same park headers as a callback-error park; a callback-error park is Term’d and never also advisory-parked. Rejected: record-only wording (the drop stays invisible outside the advisory) and fabric-side overrun parking (a slow-but-successful final attempt would be both processed and parked)
