Resume mechanism for DL-426: before exec the Runner pulls the blobs the reconstructed body references on a server-streaming RunnerService.FetchSessionBlobs (container-account authz, bounded budget and timeout, Runner re-verifies the digest), writes them in one tar exec, and rewrites only Server-confirmed-absent content images to the marker, leaving transient misses as refs and skipping reused containers
