DL-385

The W3C trace context crosses the EventFabric as a NATS message header, not in the EventRef payload (RIG-4014 option 1): Fabric.Publish writes a lowercase traceparent header (nats-server 2.11/2.12 lowercase header names in place), subscribers read it case-insensitively, and the Subscribe/SubscribeKind callback gains a leading context.Context carrying the extracted span, so fabric-triggered delivery continues the publisher’s trace instead of minting a root.
