The keymap dispatcher resolves a chord in three tiers — active roving group (group-relative chords) → when-scoped zone entry → window-global entry — with fall-through when a matched command is unregistered or declines (returns false); this reads D5’s ranking rule (keymap.ts:49-50, ledgered as DL-152) — “scoped commands rank above global ones when their scope is active” — as focused-surface precedence, so the Bridge board and the comms composer, both in the main focus zone, disambiguate by focus rather than collide on Enter/Shift+Enter. Touches no frozen contract.
