Nested card chips (the DL-097 §2 role="link" content-model compromise) leave the Tab order when the card is hosted in a roving group (tabIndex={-1} gated by an IssueCard.inRovingGroup prop); their keyboard path becomes a registered board command (board.openCardCrossLink) on the cursor card, announced via aria-keyshortcuts. Refines DL-097 §2’s keyboard clause for roving-group hosts; pointer behavior unchanged.
