DL-458

Agent workstream repository writer rulings (Matt, RIG-5064): a dedicated AgentRepositoryService writes agent rows at runtime, amending DL-442 OQ-2 for agent rows (OQ-1 D); the agent’s owning user writes its own agents’ rows, because a user grant is not agent self-grant, and agents never write rows (OQ-2 A); a fresh agent copies its parent’s own agent rows at creation (OQ-3 C); a removed repository stays reachable through the old token for up to one hour (OQ-4 A); Dispatcher row lifetime is deferred (OQ-5 A)
