Agents write the board through CommsCallRequest arm update_board = 13 (list_topics = 12 is RIG-1706), a presence-aware BoardTaskPatch callable mid-turn (unset keeps, set replaces, a present empty list op clears; a new task defaults to ACTIVE); refs use one grammar (KEY-N or owner/repo#N) stored canonical with forge owner/repo lowercased; automatic runtime writes do not refresh freshness
