DL-492

The gateway-image fork pin must be an ancestor of fork rigel-release, not fork main. Fork main now mirrors upstream and carries no Rigel commits, while reviewed Rigel patches, including Dockerfile.gateway, land on the protected rigel-release (RIG-5024). The rest of DL-386 stands.
