ForgeCallRequest arm mirror_messages = 16 mirrors messages or a topic onto an issue or PR as one comment (a re-mirror edits it), honors client_request_id so a retry returns the stored CommentRef, and returns the existing issue_comment/pr_comment arms; one shared ref grammar auto-links KEY-N and owner/repo#N (never bare #N) across the UI via a remark plugin, RefText and server-provided GetRefLinkRules
