Compass health endpoint rulings (Matt, RIG-5230): grpc.health.v1 Check/Watch and a GET /healthz view (200/503/404) share one pull-based serverHealth checker (OQ-2 A); both are anonymous on every door, and the network-door bearer requirement in the product spec exempts them (OQ-3 A); the server marks NOT_SERVING before Shutdown; a drain grace is out of scope and needs its own design (OQ-1 A)
